There are mainly ten modifications in this draft, among which the most important one is to modify the "design and development capability" required by the new energy vehicle manufacturer in Paragraph 3 of Article 5 of the original provisions to the "technical support capability" required by the new energy vehicle manufacturer. This means that the requirements for new energy vehicle manufacturers in design and R&D institutions are relaxed, and the requirements for the ability, number, and job distribution of professional and technical personnel are reduced.

Article 29, Article 30 and Article 31 are deleted.
At the same time, the new access management regulations emphasize the requirements for the enterprise's production capacity, product production consistency, after-sales service, and product safety assurance capacity, reducing from the original 17 articles to 11 articles, of which 7 are veto items. The applicant needs to meet all 7 veto items. At the same time, if the remaining 4 general items do not meet more than 2 items, it will be passed, otherwise, it will not be passed.

The new draft clearly requires new energy vehicle manufacturers to establish a complete product traceability system from the supplier of key parts and components to the vehicle delivery. A complete vehicle product information and factory inspection data recording and storage system shall be established, and the archiving period shall not be less than the expected life cycle of the product. When major common problems and design defects occur in product quality, safety, environmental protection, and other aspects (including problems caused by the supplier), it shall be able to quickly identify the causes, determine the scope of the recall, and take necessary measures.

From this point of view, although the access conditions have been relaxed, there are still high requirements for automobile production.
